Donna Chandler joined Platt, Sparks & Associates Consulting Petroleum Engineers, Inc. as a consulting petroleum engineer on April 1, 2014. Before joining Platt, Sparks & Associates, Donna was employed by the Railroad Commission of Texas from 1982 until her retirement in 2011. The Railroad Commission regulates the oil and gas industry in the State of Texas.

From 1982-1984, Donna was an engineer in the Railroad Commission’s District Office in Kilgore, Texas where her duties were under the Field Operations section of the Commission. In 1984, she transferred to the Commission’s Austin office and was employed as a Technical Hearings Examiner until her retirement.  She presided over thousands of oil and gas hearings, both contested and uncontested. The hearings were held pursuant to provisions of the Commission’s Statewide Rules, including oil and gas well drilling, production, well plugging and related matters pertaining to the prevention of waste of oil and gas, prevention of pollution of water resources, and the protection of correlative rights. Each hearing required a written evaluation of expert technical testimony offered by petroleum geologists, engineers, and other expert witnesses, with a subsequent oral presentation to the Commissioners. Other duties included responding to inquiries from industry and the public regarding the Commission’s rules.

Donna received a Bachelor of Science degree in Petroleum Engineering from Texas A & M University in 1982 and is a Licensed Professional Engineer in the State of Texas.
